Vendedor da Davati cita oito autoridades que teriam atuado para negociar vacina; pelo menos seis são militares
O representante comercial da Davati Medical Supply Cristiano Carvalho detalhou nesta quinta-feira (15), em depoimento à CPI da Covid, a participação de pelo menos oito autoridades do Ministério da Saúde que teriam atuado para agilizar a negociação de vacinas com a Davati. Da lista, pelo menos seis são militares (veja nomes abaixo).
A empresa, com sede nos Estados Unidos, ofereceu ao ministério lotes com milhões de vacinas da Astrazeneca e da Janssen. As negociações avançaram, mesmo sem a Davati apresentar qualquer comprovação da existência dos lotes. Os dois laboratórios já negaram que atuem com esse tipo de intermediação.
Em uma dessas reuniões, o policial militar Luiz Paulo Dominghetti – que também se apresenta como representante da Davati – diz ter recebido uma cobrança de propina, de US$ 1 por dose, para viabilizar a compra de 400 milhões de vacinas da Astrazeneca. A Davati entrou na mira da CPI em razão dessa denúncia.
Questionado por diversos senadores nesta quinta, Cristiano Carvalho confirmou reuniões e cobranças feitas por oito autoridades ligadas ao Ministério da Saúde, incluindo o ex-número dois da pasta Élcio Franco.
Reunião no ministério
Carvalho afirma que, em 12 de março, ele e Dominguetti participaram de reunião no ministério da Saúde intermediada pelo reverendo Amilton Gomes, da Secretaria de Assuntos Humanitários (Senah, uma instituição privada) e pelo coronel Helcio Bruno, do Instituto Força Brasil. No ministério, o grupo teria se reunido com:
- o então diretor de Planejamento do Ministério da Saúde, coronel Cleverson Boechat;
- o então diretor de Programas do Ministério da Saúde, coronel Marcelo Pires;
- o então secretário-executivo do Ministério da Saúde, Élcio Franco.
Na segunda-feira seguinte, diz Carvalho, o dono da Davati, Herman Cárdenas, enviou uma comunicação oficial a Élcio Franco para oferecer doses de vacina da Janssen em lugar da vacina da Astrazeneca, argumentando que o produto era mais barato e poderia ser administrado em dose única.
Questionado pela senadora Leila Barros (PSB-DF), Cristiano Carvalho citou também o ex-assessor do Ministério da Saúde e coronel Marcelo Blanco. Segundo ele, Blanco e Helcio Bruno (do instituto Força Brasil) pareciam os principais interessados no avanço das negociações.
Carvalho chegou a criticar, também em resposta a Leila Barros, a capacidade técnica das autoridades envolvidas na negociação.
“Percebi que eles não conheciam de comércio exterior, o que surpreendeu, inclusive. Fiquei pensando como estavam negociando vacinas com os fabricantes se não tinham as informações básicas”, afirmou.

Segundo Cristiano Carvalho, Élcio Franco se reuniu com os representantes da Davati em 12 de março e, em seguida, recebeu a comunicação da sede da empresa nos Estados Unidos para tratar de negociações da vacina da Janssen.
